Professional Police were unknown back then, But every man back then was "deputized" just by being a citizen... He could make a "Citizens Arrest" and the offender could be brought before a Judge who would enforce the laws that "We" have put in place.
Also remember the Constitution was mainly designed to bind the Federal Government, so in essence the authors take is correct, in that the Federal Government should not have "Professional Police" eg; the FBI, ATF, IRS, and the many other Agencies they have put in place.
So what it comes down to, is the States. The states can and should pass any laws they wish as long as they follow the Constitution.
So in essence, here's the way I see it....
Through "Natures Law" we are all personally responsible for our own security, but "We", in order to pursue Life, Liberty and the Pursuit of Happiness, have decided to put "entities" into place, that will uphold the laws in our stead... That is why Law Enforcement Officers also take the pledge to the Constitution, just as Government employee's do.

How many pple were around back then? What was the population of Philly, New York and other cities back then. total population in 1776 is estimated to be about 72 million total.
There are 350 million or more Americans now. NYC has 20 million people alone.
I think we need a police force. Now we need a police force that actually protects and serve. Thats where the rub lies, these guys today are either good or bad, you just dont know till you are screwed by a bad one. Get a bad one and you can get really screwed up in a hurry. A great one will send you on your way with a smile. (unless he gives you a ticket).
