Dear Mr. avordvet,
Thank you for contacting me with your thoughts regarding Trade Promotion Authority (TPA). It is good to hear from you.
As you may know, TPA is the fast track negotiating authority for trade agreements and the authority of the President to negotiate international agreements that Congress can approve or disapprove, but cannot amend or filibuster. You may also know that TPA was restored by President George W. Bush in 2002, but expired in 2007 and President Obama has indicated that renewal of the authority is a requirement for the conclusion of the Trans-Pacific Partnership (TPP) negotiations.
Like you, I have concerns with TPA and any motions by Congress to cede power and Constitutional jurisdiction to the Executive Branch, especially under this current Administration. Article I, Section 8 of the U.S. Constitution entrusts oversight and authority of interstate and foreign commerce to Congress. Many large trade negotiations require significant evaluation and hearings with a broad array of stakeholders to ensure details regarding market access, tariffs, intellectual property and other rules and regulations are considered. All impacts on American businesses must be thoroughly analyzed. Please be assured, should legislation regarding, TPA, TPP or other multilateral trade agreements come before me for a vote in the U.S. House of Representatives, I will be certain to keep your thoughts in mind.
