Re-Education Camp Manual Does Apply Domestically To U.S. Citizens
Prison Planet- A shocking U.S. Army manual that describes how political activists in prison camps will be indoctrinated by specially assigned psychological operations officers contains numerous clear references to the fact that the policies do apply domestically to U.S. citizens.
Let’s make one thing clear – the manual primarily deals with enemy combatants captured and detained in foreign prison camps run by the U.S. Military. However, another thing that is just as clear from reading the manual in full is the fact that it also applies to citizens detained within the United States, whether they be DCs (displaced citizens) or “civilian internees,†in other words citizens who are detained for, "security reasons, for protection, or because he or she committed an offense against the detaining power."
Firstly, throughout the manual there are scores of references to how the U.S. Army would work together with the DHS, ICE and FEMA (page 24) to implement the policies "within U.S. territory" as part of "civil support operations" in the aftermath of “man-made disasters, accidents, terrorist attacks and incidents in the U.S. and its territories." (page 38).

MILITARY TRAINS FOR URBAN WARFARE IN U.S. CITIES
In Los Angeles in January. in Chicago last month. and now in Miami a week ago:
Miami Herald - Military training in the middle of Miami jolts residents out of bed
low-flying helicopters, and even the jarring blast of explosions during a military training exercise that jolted many unsuspecting residents from their beds.
Jane Muir, who was awakened around 1:45 a.m. by the sound of military choppers that later dropped rappelling soldiers onto the Grand Bay’s rooftop.
From her third-floor balcony, Muir then watched the soldiers fire off flares and smoke bombs before searching floor by floor through the darkened hotel, their paths marked by flashlights and the pop-pop-pop of gunshots. "The show of force was so overwhelming," she said.
The maneuvers were part of a "realistic urban training" exercise for about 100 military personnel, and organized by the U.S. Special Operations Command, said Maj. Michael Burns, a U.S. Army spokesman. The exercise also included three military helicopters, and the use of simulated explosions and gunfire to mimic real-life military scenarios.
The police also blocked off roads around the Grand Bay during the exercise. said Miami commissioner Marc Sarnoff, "It was the federal government's call on what was being done. We were courteously advised,"

Army says these drills are "designed to improve the military's ability to operate in urban environments".
But, when recently signed National Defense Authorization Act gives the President the power to arrest and detain American Citizens, some Americans are not resting easy right now.

New Nationwide FEMA Camps Should Raise Eyebrows

The first of several anomalies in the solicitation for bid was in the contractor staffing requirements, which puzzlingly required staff to be fully operational within 72 hours. Furthermore, "[w]henever practical, displaced citizens will be given the first opportunities for employment within the camp, assuming skills and capabilities are pertinent for the open positions."
This led me to question the stated purpose of these camps, considering that the successful contractor would need to have personnel ready to go on such short notice, with notification from FEMA, Homeland Security, or the president within 72 hours. So the question arises: how could the camp utilize "displaced citizens" in the initial staffing unless the contractor knew where and when a disaster, man-made or otherwise would occur beforehand?
Another anomaly was the requirement that the "off limits" area was to be enclosed before anything else:
The contractor shall also provide fencing and barricades around areas which are "off limits" to occupants. Fencing and barricades are required within 36 hours for "phased" setup timeframes, and 72 hours for the rest of the initial setup timeframe.
Next question: just what is this "off limits" area to be used for, since the bid proposal specified only two (2) classes of occupants of the camp -- temporary or occupant as first responder? Furthermore, it indicates that there may be a camp within the camp, or an area that is to be utilized by another group that is not revealed in the bid solicitation...your guess is as good as mine. Most Americans would not like the ambiguity of this area's function!
The nature of the duration seems to belie a long-term use for these camps, which is also not fitting the transitory nature of natural disasters, with most communities being habitable again after a relatively short period of time. We're talking months, not years.

Meanwhile, Congress last summer paired a debt-limit increase with $1.2 trillion in across-the-board spending cuts over the next decade that almost no one wants to see happen.
Defense contractors have slowed hiring. Tax advisers are warning firms not to count on favorite breaks. And hospitals are scouring their books for ways to cut costs.
Across the U.S. economy, anxiety is rising about the potential for widespread disruptions after the November election, when a lame-duck Congress will have barely two months to resolve a grinding standoff over taxes and spending.
The halls of the U.S. Capitol are already teeming with people warning of disaster
Last week, hospital executives came to complain about big scheduled cuts in Medicare payments. Next month, university presidents plan to raise the alarm about big scheduled cuts in federal research grants. And the chief executives of Lockheed Martin and other aerospace giants last Wednesday passed out digital countdown clocks ticking off the seconds until "over 1 million American jobs" will be lost to big scheduled cuts in defense.

Last week, the House approved a plan to protect the Pentagon in January by reconfiguring $110 billion in across-the-board spending cuts — known as "sequestration" — so they would fall exclusively on domestic programs, such as food stamps and health care for the poor.
But the House bill will be "dead on arrival" in the Senate, where Majority Leader Harry Reid (D-Nev.) has vowed to block any effort to undo the defense cuts unless Republicans drop their opposition to higher taxes for the wealthy.
"The answer is very simple to our Republican colleagues who want to help with defense: Revenues," said Sen. Charles E. Schumer (D-N.Y.). "The way to deal with sequestration is put revenues on the table."
The Republicans will stand fast on no tax increases. So, we’re screwed.

Drones Over U.S. Get OK By Congress
Washington Times – Feb. 7.
a bill Congress passed this week to make it easier for the government to fly unmanned spy planes in U.S. airspace.
The FAA Reauthorization Act, which President Obama is expected to sign, allocates $63B to the FAA for this purpose.
If the bill is signed into law it will effectively allow the FAA to fill US skies with drones, a massive 30,000 predicted to be operational in US airspace by 2020.
The legislation would order the FAA, before the end of the year, to expedite the process through which it authorizes the use of drones by federal, state and local police and other agencies.

May 11, 2012 - A newly discovered Air Force intelligence brief states that should fleets of unmanned drones accidentally capture surveillance footage of Americans, the data can be stored and analyzed by the Pentagon for up to 90 days.
The instruction, dated April 23, admits that the Air Force cannot legally conduct "nonconsensual surveillance" on Americans, but also states that should the drones "incidentally" capture data while conducting other missions, military intelligence has the right to study it
"Collected imagery may incidentally include US persons or private property without consent," the instruction states.
The instruction also states that the Pentagon can disseminate the data to other intelligence and government agencies, should it see fit.
The document was discovered by Steven Aftergood of the Federation of American Scientists.
According to yesterday's report from Bloomberg, police, fire and other government agencies now are being allowed to fly drones weighing as much as 25 pounds without special approvals previously needed.
The Federal Aviation Administration said on its website that the move was an interim step until the agency finishes rules that will open the door for commercial operation of drones, as well as those uses for government purposes.
