Seeing the military only uses about 1.2 billion rounds (including combat ops), Maybe since Obama is out personally killing all the terrorists, he might need the extra ammo for practice...

You don't spend that much on ammo, unless you expect to use some of it.

Recently, NOAA purchased 46,000 rounds of hollow-point ammo. For sixty-three agents. That breaks down to 730 rounds per shooter.
When I deployed to Iraq, our basic load was 200 rounds of 5.56mm ball/tracer mix.
So, why do NOAA people need a basic load that is 300%+ larger than that of a combat soldier downrange? And of exotic ammo? One does not use hollow-point for zeroing or fam-fire, do we?
