The changes allow the National Counterterrorism Center (NCTC), the intelligence community’s clearinghouse for terrorism data, to keep information for up to five years. Previously, the center was required to promptly destroy — generally within 180 days — any information about U.S. citizens or residents unless a connection to terrorism was evident. From what I have read when completed the new NSA collection center in Utah will be able to record and cross reference every electronic transmission be it phone call, text, email, post and more and store it for future refernce if needed.

A friend asked me late this afternoon why they would increase the time they could hold information to five years at this time to 5 years. I thought about it briefly and then said simply that it would be roughly 5 years from now until the end of Obama's second term and perhaps they thought they might have a use for that information on people even without terrorist ties in the upcoming second term. After that the reign of Obama the 1st begins...
