Then perhaps the Quartzsite citizens need to surround the police station, armed to the teeth, and arrest all of those who complied with this. Non-compliance with the citizen's arrest will get you SWATed immediately.

Non-compliance with the citizen's arrest will get you SWATed immediately. It can be done. A few years ago my dad helped mobilize the citizens of a small central Texas town to toss a corrupt mayor. From what I hear it got fairly contentious, but the little czar finally got the boot. Although I didn't hear about it until after he died, he gave some hints... we spoke right after the Gravelly Point Rally, and I remember him making comments like "taking on the Govt is like butting your head against a wall" or "I'd rather stick my nuts in a vise than deal with a politician", etc., at the time I thought he was talking about me... looks like the fruit is falling very close to the tree.
