He should have sworn to obey it. Congress, alone, has the power to declare war, and to make all the laws necessary to engage in military conflict. The War Powers Act defines precisely what is required of the president before military action may commence. Obama launched 118 missiles and dropped 40 bombs on Libya without a thought about Congress or the Constitution. He was quite concerned, however, about the United Nations. He hardly noticed the attacks on protesters until the United Nations Security Council approved a resolution authorizing the use of force against the Libyan government. Within hours after U.N. approval, the U.S. military was engaged – without the knowledge or approval of Congress. This event is proof-positive evidence of two staggering realities: Obama refuses to accept the limitations on government, and particularly on his office, imposed by the Constitution, and Obama considers the United Nations to be a higher authority than Congress. I believe that although congress has authorized the two fronts on which we now fight they never formally declared war. Even Korea was a war sanctioned by the UN security council and funded by congress but not a declared war. Historically it has been accepted that Presidents can enter conflicts to respond to sudden attack but that it would take a declaration by Congress to go to war.
We have seen Police Actions and nation building become the norm with Presidents committing troops in some cases and not in others such as the genocide in Rwanda. After seeign the annoited one bow down to world leaders and roll over for the UN it should be no surprise to see him first wait on the UN to move in the case of Libya and then supply most of the muscle to do their

Gentlemen Lil Barry is not the President of the "united" State of America. He is the president of the "UNITED STATES OF AMERICA Corporation". Since the 73rd Congress gave up their powers to the President in 1933 they lost the ability to confirm the new presidents so they became CEO's of the Dunn& Bradstreet registered corporation. Lil Barry may not be natural born, but then neither is the UNITED STATES OF AMERICA Corporation. He doing what he was paid for n that is to make money for the banksters.
