Since Election Day, President Barack Obama has appointed 56 people to boards, commissions and offices in the hopes that they remain in those posts for years to come.
He has reduced the prison sentences of 79 federal inmates. He has handed out the nation’s highest civilian honor to 21 people who he said personally made an impact on his life.
And he has churned out rules, regulations and policies several times a week.
Obama is trying to put the people and policies in place that he wants to outlast his presidency in the final weeks before Donald Trump takes over. And his supporters want more, way more.
Every president tries to push through last-minute policies before their time in office comes to a close. But this year has a more frantic feel as special interest groups push Obama to do more, not just because the president-elect is of a different party but because few people know what he will do.
Obama will use his executive authority to impose new permanent bans on offshore drilling

Invoking a rarely used provision in federal law, the Obama administration on Tuesday announced a permanent ban on offshore drilling in broad parts of the Arctic and Atlantic coasts — a sweeping and controversial move that will help secure the president’s environmental legacy even as critics vowed to reverse it.
The ban relies on the Outer Continental Shelf Lands Act of 1953, which says the president “may, from time to time, withdraw” federal waters from oil and gas development that are not already leased. It was announced as part of a joint action with Canada, where Prime Minister Justin Trudeau also made long-term, though not permanent, commitments to protect the Arctic from drilling.

President Obama's lame duck administration poured on thousands more new regulations in 2016 at a rate of 18 for every new law passed, according to a Friday analysis of his team's expansion of federal authority.
While Congress passed just 211 laws, Obama's team issued an accompanying 3,852 new federal regulations, some costing billions of dollars.

President Obama could try to sneak Merrick Garland onto the Supreme Court on Tuesday in a high stakes legal gamble that many say isn't worth the fight, The Washington Times reports.
There will be a 5-minute window open just before noon when the Senate gavels the 114th Congress out of session and the time the 115 Congress begins, according to the Times. During those 5 minutes, Obama could test his presidential authority and put his Garland, his nominee, on the high court.
The Times notes it would be a legal gamble since the Supreme Court overturned some of Obama's 2012 recess appointments, saying the Senate was actually in session and the president could not use his recess powers.
But the court ruled there was a difference between appointments made during an annual yearlong session of Congress, known as "intrasession," and picks made at the end of the year known as "intersession."
Even as some activists are urging Obama to go through with it, experts warn it is not worth the risk.

Several federal agencies are accelerating hiring in the final days of the Obama administration to ensure that as many new employees as possible are in place before President-elect Donald Trump imposes a promised hiring freeze.
Leaders at these agencies are filling open positions with transfers and outside hires and are making internal promotions before Trump takes office Jan. 20, according to internal documents and interviews.
The hiring could increase tensions between the Trump transition team and the Obama administration — a relationship that has grown worse in recent days due to disagreements over how the United States should handle its relationship with Israel and the issuance of new sanctions against Russia over its role in hacking incidents tied to the election.

N.S.A. Gets More Latitude to Share Intercepted Communications

WASHINGTON — In its final days, the Obama administration has expanded the power of the National Security Agency to share globally intercepted personal communications with the government’s 16 other intelligence agencies before applying privacy protections.
The new rules significantly relax longstanding limits on what the N.S.A. may do with the information gathered by its most powerful surveillance operations, which are largely unregulated by American wiretapping laws. These include collecting satellite transmissions, phone calls and emails that cross network switches abroad, and messages between people abroad that cross domestic network switches.
The change means that far more officials will be searching through raw data. Essentially, the government is reducing the risk that the N.S.A. will fail to recognize that a piece of information would be valuable to another agency, but increasing the risk that officials will see private information about innocent people.
Attorney General Loretta E. Lynch signed the new rules, permitting the N.S.A. to disseminate “raw signals intelligence information,” on Jan. 3, after the director of national intelligence, James R. Clapper Jr., signed them on Dec. 15, according to a 23-page, largely declassified copy of the procedures.

For all President Obama’s claims to want a smooth transition to the new administration, his people have been laying plenty of land mines for Team Trump.
Some are plainly Obama’s doing, from that anti-Israel UN Security Council resolution to slamming the door on Cuban refugees. But the nastier ones — the Justice Department inspector general probe of FBI chief Jim Comey’s announcements on the Clinton email investigation, and the leak about that “Russian dossier” — have more deniability.
The Cuba move may be the most ironic, given fears on the left that Trump would close the door on refugees. Yet here’s Obama, denying to Cubans who flee the island dictatorship the protection — instituted by President Bill Clinton in 1995 — of legal residency if they make it to US soil.
At least that one’s easy for the next president to reverse — though it’ll give his critics another chance to sound the alarm about his policies on refugees from terror-hotspot countries, which is likely the real point.

Final Days: Obama Sends $500M to UN Climate Fund; Trump Vowed to Cancel ‘Global Warming Payments’

(CNSNews.com) – The State Department on Tuesday announced it has transferred a further $500 million to a U.N.-affiliated global climate change fund whose congressional critics have derided as a ‘slush fund” and “handout to foreign bureaucrats.”
The move comes three days before the inauguration of a president who pledged days before his election victory to “cancel billions in global warming payments to the United Nations” and devote funds instead to “environmental infrastructure” at home.
The $500 million is the second transfer to the Green Climate Fund, whose aim is to help developing countries reduce greenhouse gas (GHG) emissions and adapt to occurrences blamed on climate change such as rising sea-levels and drought.
President Obama pledged $3 billion to the GCF over four years, and a first instalment, also $500 million, was paid last March.

Bureaucrats Bring 500 Refugees Into Country One Day Before Trump’s Expected Ban

Bureaucrats at the State Department brought 500 refugees into the country on Tuesday, one day before President Trump “is expected to order a multi-month ban on allowing refugees into the United States except for religious minorities escaping persecution, until more aggressive vetting is in place,” according to Reuters.
The temporary ban on refugees will be one of several executive orders on immigration President Trump will sign on Wednesday, Reuters reports. “Another order will block visas being issued to anyone from Syria, Iraq, Iran, Libya, Somalia, Sudan and Yemen, said the aides and experts, who asked not to be identified.”
Two hundred and twenty-six of the 500 refugees resettled in the United States on Tuesday, or 44 percent, came from six of those seven countries, according to the State Department’s interactive website, as reported at 11:00 p.m. eastern on Tuesday: Syria (81), Iran (51), Iraq (46), Somalia (43), Sudan (4), and Yemen (1). No refugees from Libya were resettled in the United States on Tuesday.
Reports: State Department Senior Management Team Resigns

The State Department's entire senior management team has resigned — part of a mass departure of senior Foreign Service officers who don't want to be part of President Donald Trump's administration, The Washington Post reported.
The Wall Street Journal confirmed the departures, but reported that the majority of those who resigned were asked to leave by the Trump administration.
Political action committees that fundraised for President Barrack Obama during the 2012 presidential election, bused protesters to Republican town hall events nationwide earlier in February, according to a Sunday report from The Washington Post.
Democrats nationwide continue to search for ways to oppose President Donald Trump after the 2016 election, and they are digging deep into funding from years ago. An unnamed pro-Obama super PAC organized protests at several town halls, going so far as busing protesters outside the member’s districts.
Since super PACS were legalized in the 2010 Citizens United Supreme Court decision, this marks the first time that money raised to elect one president was used to undermine another. The town hall protests largely opposed the executive order that limited travel from seven nations identified as potential sources of terrorism.
Former staffers of Democratic nominee Hillary Clinton and former President Bill Clinton are also pouncing on the opportunity. The Center for American Progress, operated by Clinton advisor Neera Tanden, worked with pro-Obama groups in February to encourage Democrats to oppose Republican lawmakers, including Reps. Jason Chaffetz and Dave Brat, at several town halls.

It’s been nearly a month since he left office, and we’re looking under the White House sofa and finding little nuggets of crap President Obama left us before he took off for the beach.
According to recently published data from the Office of Refugee Resettlement, it turns out the Obama administration released another 7,686 illegal alien kids into the United States during the month of December, Obama’s final full month as president.
That’s about 248 kids released per day.
Ever the lover of all things amnesty, Obama had a strong penchant for allowing minors – or, at least, those claiming to be minors – to come into the United States unlawfully only to be sent off to live with sponsors, usually relatives who are also living here illegally. But it appears that in the mad dash to enact sweeping reforms before exiting stage left, the Obama administration released even more kids in December than in previous months.
For example, the nearly 7,700 unaccompanied alien children processed and released by the Office of Refugee Resettlement in December is about a thousand more than the 6,623 kids who were released the month before.
That’s also about 1,600 more kids than the 6,051 the Obama administration shipped off to sponsors in October.
Broken down further, an ORR analysis shows that the vast majority of these children claim to be between the ages of 15 and 17. Only about three to four percent of them are deported each year, and about 40 percent of them don't even show up to court for their final hearing.
