I took over a weapons shop in the late 80's, toward the end of the year the weapons officer came down and told me to load anything we had not fired/used onto a Huey for 'disposal', still not really sure what they were gonna do as I had just gotten there, I loaded it up and jumped on. We flew into an impact area off the east coast and the pilot said here... I watched the gunners kick full cases of various ammunition, grenades and other explosives into the sea.
WTF! that really pissed me off as we could have used it for training, after we returned I cornered the WO and said, what the hell we could have used that ammo... he brought out the old line that I had heard many times in other units... use it or lose it.
I couldn't believe this is the way it had to be, so I contacted our higher command structure and put the question to them... WTF?
They said; No, you don't lose next years allowance it is reduced by what you still have in storage, if you use it all up or just use partial... the unit load out for the following year does not change and actually you can get an temporary increase in the ammo allotment for any year if you use it all up ahead of the FY end. I told them they might wanna pass that valuable info to the field units so they stop wasting ammo and other supplies!
Many of you milspecs know what I'm talking about, the waste is unbelievable.
But, for the rest of the time that I ran the gun shop we ALWAYS had to request more ammo before the end of the year... and it ALWAYS went down-range and not into the sea or some EOD 'burn' pit.
I've seen it all though, was on an aircraft carrier once, and watched the weapons guys roll loaded skids of mk82's into the sea so they would not have to unload when they returned... just absolutely wasteful behavior and one of the reasons that we are broke now.

If you ever doubted that Christmas shopping really begins in September, look no further than Uncle Sam.
Federal agencies went on a spree last month, spending whatever leftover federal funds they had rather than give back the excess money to taxpayers before the federal fiscal year ended Wednesday.
