It all boils down to politics, and what you are willing to do to achieve your political aims. When a shooting war is a worse option than political solutions the government will continue to function. When shedding blood becomes a better option than engaging in politics (because your politics are illegal for some reason, such as fundamentalist Islam, etc) it is inevitable that someone will start shooting. But once you have outlawed a group, such as the Taliban or Ba'ath Party, it takes a long time to pull them back into the political fold and stop the fighting (if they are interested in a peaceful political resolution at all).

I have said it before, we are in a powder room with gun powder all over the floor, and we are waiting for someone's match to burn their fingers. When the match is dropped it will go off.
All we can do till then is prep, train, and try to move more people to the side of Freedom and Liberty.
We also need to be smart and hold the moral high ground, by forcing them to make the first big mistake. Who ever has the favor of the American People will win, if they have the stones to go through whatever they have to do to win.
